Three children who had been listed as missing for a year and a half and their mother were taken into custody by the Carter County Sheriff's Department following a traffic stop by Constable Bobby Trivette on Tuesday morning.

The mother was identified as Rebecca Judith Christian, 38, who was listed as homeless. She was charged with being a fugitive from justice after a records check indicated she was wanted out of Carroll County, Ark., on a charge of custodial interference.

The records check also indicated the children - a set of 6-year-old twins and a 2-year-old - were listed as missing through the National Center for Missing and Exploited Children. Amber Alerts had been issued on the children. They had been reported missing from Arkansas in October 2007.

Trivette stopped Christian on U.S. Highway 321 in Butler at 8:30 a.m. because there was no license tag displayed on her maroon Aerostar van.

Trivette told Deputies Christian was extremely nervous during the stop, and he then noticed the three children in the vehicle.

Deputy Derrick Hamm responded and also found Christian to be nervous.

Hamm also reported that the van was extremely dirty, and it appeared to have been used for living quarters.

After getting the children out of the van, Hamm noticed that the 2-year-old's pants were wet, and it appeared his "diapers had not been changed in a long time."

According to a sheriff's department press release, the children had apparently not been fed recently and appeared to be in poor hygiene.

Although Christian had a valid Arkansas driver's license, the records check revealed that she was wanted. Hamm placed her into custody and transported her to the Carter County Jail.

Trivette transported the children to the sheriff's department, where they were provided with food and care until they were turned over to the custody of the Tennessee Department of Children's Services. The DCS is conducting an independent investigation into the incident.

Christian appeared in Carter County Sessions Court on Wednesday and waived her right to extradition and said she would voluntarily surrender to officers from Carroll County. She continues to be held in the Carter County Jail until Arkansas officers arrive to take her into custody.
